Overview

The Land Transportation Office (LTO) uses the Land Transportation Management System (LTMS) as the primary channel for many driver's license transactions in the Philippines. Whether you are renewing an existing license, applying for a student permit or higher class, or accessing a digital license copy, the workflow usually begins online on the official portal.

This guide explains how those services fit together. It does not replace LTO instructions shown inside LTMS when you start a transaction.

License types

Philippine driver's licenses are issued in stages. A typical path starts with a student permit, then a non-professional (non-pro) license, and optionally a professional license for certain vehicle classes and occupations. Upgrade and renewal rules depend on your current license and LTO policy at the time of your transaction.

Before you visit an LTO office

Book or confirm any required appointment through LTMS when the portal offers scheduling. Bring printed or digital copies of requirements only if the portal or your transaction summary asks for them.
